On 4 April the first 500 refugees return to Turkey

Five days before the start of Turkey receiving irregular immigrants from Greece , as part of an agreement between Turkey and the European Union, neither side seems to be ready, even for a symbolic start of the application, while arrivals in Greek islands have begun to grow .

Turkey agreed with the EU this month to take backmigrants and refugees illegally entering Greece in exchange for economic aid and speed up accession talks.

The returns anamentai to begin on April 4, according to the plan, which aim at closing the main route through which about one million people went to Germany and Sweden.

European Commission spokesman confirmed today that next Monday, is expected to depart from Greece to Turkey about five hundred immigrants. This Syrian refugees who have not asked for asylum, and for Afghans and Pakistanis.
According to the representative, are ongoing consultations between the Greek and the Turkish side, under the auspices of the EU, to regulate pending the return process.

However, there is uncertainty about how many total will be sent back, that will do this and to be housed. The project involves the risk of failure , since the continuous flow of refugees and immigrants in Greece is not reduced and new arrivals in the country recorded a sharprise this week.

A series of measures should be taken until next Monday in order to implement the agreement in accordance with European Commission officials. These include legislative adaptation of Greece and Turkey, the bilateral agreement on the transfer of pending and clear description of the Turkish side regarding the handling of non-Syrians refugees.

According to a European Commission report, which followed specific missions European officials in Ankara, the European Union calls on member countries to recognize Turkey as a“safe third country” for refugees.

This wording is interpreted by many analysts as an attempt to appease the concerns of human rights organizations and several European politicians about the legitimacy and implementation of the Agreement.

The same cast doubt on Turkey’s ability to activate a safety net to defend the rights of refugees though indeed Turkey is a safe country.

The first to be sent back will be transported by ship from the Greek islands in Dikili, south of Izmir, the Turkish coast, according to Turkish officials. However, their accommodation and their hospitality conditions remain unclear .

“Our concerns are not only do with Dikili but the entire infrastructure of the area is not complete. We have expressed these concerns, “said the mayor of Dikili, Mustafa Tosoun, told Reuters.

Moreover, as stated by the governor of the region, Mustafa Nazmi Sezgkin the Haberturk newspaper, the plan does not include the construction of refugee camp but registration center, where immigrants are transferred to Izmir or elsewhere within 24 hours.

According to planning, Ankara will accept back all migrants and refugees from Greece. At the same time, the EU will proceed with the relocation of thousands of legitimate Syrian refugees directly from Turkey – to every Syrian who returns from the Greek islands.

The first European relocation 40 Syrians in Germany is scheduled for next week, according to a diplomatic source.
